The P&MS Scheme has a pool of over 3500 diverse suppliers prequalified to supply professional services, including consultancy, to NSW Government.

What's covered

Professional services covered by the scheme are categorised into the following engagement types:

  1. Government and business strategy – strategy development, business performance reviews, organisational transformation
  2. Business processes – advice on business process mapping and re-engineering
  3. Project management – leading and managing, planning and facilitation services
  4. Change management – advice or assistance for significant change
  5. Financial services – accounting, finance process reviews, asset management, valuations
  6. Audit, quality assurance and risk – internal and external audits, risk management, probity services
  7. Taxation – GST and other tax services
  8. Human resources – human capital management, culture, work health and safety
  9. Procurement and supply chain – sourcing, category management, procurement accreditation
  10. Marketing and customer – market research, customer experience
  11. Actuarial service – advice on financial risk modelling
  12. Transaction services – advice on mergers and acquisitions
  13. (not in use)
  14. Specialised services – crisis management, environmental impact assessment, fraud investigation, training, communications, event management
  15. Infrastructure services – strategy and planning, major project procurement and delivery, contracting

What's not covered

The scheme is for services only – it doesn't cover provision of goods. It also doesn't cover services addressed by other schemes or contracts, such as:

What you should know

Suppliers on the scheme are prequalified to supply specific engagement types.

When joining the scheme, they nominate the engagement types they have the experience and capability to supply. They're assessed and approved for these types only.

Suppliers are also categorised into full/advanced or base level:

  • full/advanced: for established suppliers, who can be engaged with no value limit.
  • base level: for newly established businesses, who can be engaged for low-risk engagements valued up to $50,000 (excluding GST).

The standard commercial frameworks aim to ensure value for money and better commercial outcomes.

Only specified personnel of probity suppliers can provide probity services under the scheme. View the list of approved specified personnel in the 'List of suppliers' tab.

The scheme complies with Procurement Board Direction PBD-2019-05 Enforceable Procurement Provisions (EPP Direction).

This means buyers undertaking a procurement over the EPP threshold don't need to take an open approach to market when using the PM&S Scheme. As long as they comply with the scheme rules.

However, the EPP Direction doesn't allow agencies to use the PM&S Scheme to establish a new panel. To be EPP compliant, the new panel must be created using an open approach to market.

If you don't have a buyer account, it's quick to sign up. You just need to enter your email address and create a password.

Before buying from the scheme

Before using the scheme, you must learn about your obligations, including:

You should also learn about exemptions.

Exemptions aim to make low-risk procurement simpler and to support NSW Government targets and policies. For example, the SME Policy allows direct engagements of an SME or regional business up to $150,000.

Standard commercial frameworks

The standard commercial framework for engagement types 1 to 12 is mandated. The infrastructure advisory standard commercial framework and contract framework are recommended for engagement type 15.

The frameworks ensure better commercial outcomes by setting:

  • capped rates
  • resource types and mix
  • discount structure
  • capped expenses and standard expense types.

You should negotiate rates based on the requirements of the project. You must not exceed the framework rates without following the non-compliance process.

Insurances

You should determine the level of cover required based on the risk and type of engagement.

If the insurance requirements are different from what's set in the scheme rules (clauses 4.18 and 10), they must be added to the agreement.

Before engaging a supplier, you should check the currency of their insurance by requesting copies of their certificates. Insurances are not checked when suppliers apply to join the scheme.

Requirements for probity services

Only nominated personnel from full/advanced suppliers can provide probity services (engagement type 6c). They must go through screening checks using the Employment Checks Contract.

Suppliers approved for engagement type 6c can only provide the following services:

  • 1g Governance
  • 5b Accounting standards
  • 5g Forensic advisory
  • 6a Internal/external audit
  • 6b Risk management
  • 6c Probity services
  • 7a Goods and Services Tax
  • 7b Other tax services
  • 9a Procurement/sourcing
  • 9b Category management
  • 9c Procurement accreditation
  • 14a Crisis management
  • 14c Fraud and corruption investigation
  • 15b Risk
  • 15c Major project procurement/delivery and project management

Performance evaluation

You must complete supplier performance reports for:

  • all engagements over $150,000 (excluding GST)
  • poor performance.

At the end of the engagement, complete the performance report template DOCX, 822.48 KB.

Before applying to join the scheme

Before you start your application to join the scheme, there are certain things you should know.

There are 2 types of prequalification:

  • Base level: for newly established businesses. Buyers can engage these suppliers for low-risk contracts valued up to $50,000 (excluding GST).
  • Full/advanced: for established suppliers. There's no value limit for buyers to engage these suppliers.

Select the service, or engagement types, you wish to offer.

You'll need to provide evidence of your organisation's capabilities in these areas. Experience within or outside of Australia is relevant, but you must be available to provide services in NSW.

If your application is approved, your organisation will be listed under the engagement types you're approved to supply.

How to apply: step by step

When you're ready to apply, follow these steps:

  1. Log in with your supplier account. If you don’t have one yet, you can sign up now.
  2. Start an application to join the scheme.
  3. Review the scheme rules and select the prequalification type you wish to apply for – base level or full prequalification.
  4. Answer the questions and upload the required documentation. Make sure you've completed the questions and templates correctly. You can save and continue in more than one session. It can take some time to complete this step.
  5. Submit your application.

How we assess applications

When we receive your application, we'll first check that it's complete. If your application is complete with all answers and required documentation, we'll conduct:

  • an eligibility assessment, if you applied for base level
  • a detailed evaluation, if you applied for full prequalification.

We'll assess your company's capabilities against the requirements of the engagement types you've applied for.

Multiple assessors, including an independent assessor, will evaluate your application in accordance with the evaluation criteria outlined in the scheme rule.

You'll receive an email about the outcome within 8 weeks.

Assessment delays

We're currently experiencing technical issues which may cause delays.

Guidelines and conditions

Refer to the 'Scheme rules' tab for full guidelines and conditions for participation on the scheme.

Suppliers must maintain insurance policies for public liability and workers' compensation as per the scheme rules and where required by law.

Professional indemnity insurance is not mandatory but may be required for some engagements. NSW Government buyers determine the level of cover and monetary limit required based on the level of risk and type of engagement.

Prior to engagement, buyers may request you provide proof of valid insurance.

The standard commercial framework for the P&MS Scheme is mandatory for engagement types 1 to 12. It includes commercial-in-confidence information such as capped daily rates for engagement types, per resource type.

If your rates for engagement types 1 to 12 exceed the capped rates, the buyer must follow a stringent non-compliance process.

Engagement type 14 is not covered by the standard commercial framework. The capped rates do not apply for these engagement and sub engagement types.

Suppliers that are prequalified for engagement type 14 must upload a rate card in eTendering.

A separate standard commercial framework is recommended as guidance for buyers only for engagement type 15 by PBD-2022-02 Engagement of infrastructure advisory services suppliers. More information on this framework is available on the Infrastructure advisory services category page.

Suppliers on the scheme can access the standard commercial framework by logging in and clicking the link on your dashboard.

For suppliers applying to the P&MS Scheme, this information will form part of the online application process in the scheme documents.

Suppliers that account for major spend in this scheme must complete monthly reporting on all professional services engagements.

How to update your details

To maximise supply opportunities, you should keep your supplier profile current and correct, including contact person, email address, locations that you service, company profile, organisational experience and number of employees.

To update your details:

  1. Log in with your supplier account.
  2. From the profile icon, select My account.
  3. Edit your business details, then save.

How to manage requests from buyers

Buyers may send you a request for services, such as a request for quote (RFQ), tender (RFT) or proposal (RFP). They may contact you directly or via a procurement platform, such as eTendering or their agency's.

If they use eTendering, you can use the platform to:

  • view the request
  • send intent to respond
  • respond to a request
  • ask questions
  • withdraw a response or decline an invitation online.
